He was born on July 6, 1929, in Bedford County, a son of the late Eugene Butler Carter and Ester Rowena Overstreet Carter. He was a disabled Korean War veteran and a member of the Pentecostal Holiness faith. He was preceded in death by four brothers, Eugene, Jerry, Otha and Jake Carter and two sisters, Lula C. Groover and Phoebe C. Starr.

Harry is survived by his son, Michael Lee Carter of Moneta; a brother, John W. CARR, Cecil Paul Randolph H. Duncan, 70, of Craig Creek in Montgomery County, passed away Thursday, January 22, 2004, at the VA Medical Center Salem. He was born February 1, 1933, in the Craig Creek area of Montgomery County where he grew up. He was the son of the late Verlie and Mertha McPherson Duncan. He was also preceded in death by a brother, V.

Stanley Duncan and two sisters, Nelva Francisco and Margurite Harris. He is survived by sisters, Sylvia Webb, Christiansburg and Helen Radford, Blacksburg; and brother, Nelson Duncan, Ashland, Kentucky. He is also survived by a daughter and son-inlaw, Jennifer and Keith Peterson, Sacramento, California; and daughter-inlaw, Rodney, and Jennifer Duncan, Nashville, Tennessee; his children's mother, Delores J. Duncan; and special friend, Cassie Day. He was a U.S.

Army veteran of the Korean War having served on the front line for several months. He deeply loved and was loved by his family and his many friends. He cherished his farmland on Craig Creek. He will be fondly remembered for his charisma, his love of a simple life, and his ability to lift others spirit with his warm unique laughter and his ability to make others feel so at ease. Dr. Wybe Kroontje was born in Rotterdam, The Netherlands in 1922. During the Nazi occupation of the Netherlands in World War I1, he served with the Dutch Resistance and had a number of life threatening encounters with the Nazi occupying forces. Upon the liberation of Europe by Allied Forces, Dr. Kroontje established what was to become a life-long personal goal--to repay the American people and armed forces for helping Europe regain its freedom.

In 1948, Dr. Kroontje and his wife, Marietje, immigrated to the United States as a first step toward achieving his goal. He entered Cornell University on a Presidential Scholarship and received a B.S. Degree in Agronomy in 1951. He received a Ph.D.

from the University of Nebraska in 1956. He went on to become a Professor Emeritus of Soils at Virginia Tech where he was involved in research and teaching from 1956 to 1987. Dr. Kroontje taught over 6000 students during his 31 year career at Virginia Tech. At Virginia Tech, Dr.

Kroontje was an early proponent of the study and protection of the natural environment. He lead the way to the establishment of an environmental minor, a departmental name change from Agronomy to the Department of Crops, Soil and Environmental Science, and an explosion in enrollment in these programs. He also served as the founding President of the Faculty Senate whose goal is the enhancement of the role of the faculty in university governance. He was elected as a national councilman of the American Association of University Professors and was often called upon to solve conflicts in the university community. However it was not his distinguished academic career that Dr.

Kroontje viewed as his greatest achievement during his life. It was the founding and development of the Warm Hearth Retirement Community in Blacksburg, Virginia. From 1974 until his death, Dr. Kroontje dedicated himself to the establishment and growth of this non-profit community for the elderly. It was a realization of his goal to make a meaningful contribution to American society in gratitude for America's sacrifices in liberating Europe during World War Il.

Today, the community is home to some 500 elderly residents of all economic strata. Warm Hearth provides a range of living environments including independent living, assisted living, intensive nursing care and Alzheimers care. The community sits on 200 acres of rolling wooded hills near the Virginia Tech campus. Dr. Kroontje conceived of the community, raised funds to acquire the land and chaired the Board of Directors of Warm Hearth for 30 years.

He never accepted any compensation for his work on behalf of Warm Hearth and contributed generously to the community from his own personal retirement savings. Dr. Kroontje received numerous awards during his career including the Virginia Tech Award for Teaching Excellence, the Distinguished Citizen of Blacksburg Award by the Greater Chamber of Commerce of Blacksburg, the Citizen Recognition Award from the Rotary Club of Christiansburg- Blacksburg, and the Burke Johnson Award for Leadership. Dr. Kroontje is survived by his wife, Marietje Kroontje; his daughter, Roeli Kroontje; his son-in-law, Scott Fuller, and granddaughter, Lindsay Fuller.

A memorial service for Dr. Kroontje will be held at the Blacksburg Presbyterian Church in Blacksburg, Virginia at 2 p.m. Saturday, January 24, 2004. The family will receive friends at 3:30 p.m. Saturday following the service in the Carr Activity Center at Warm Hearth.

"Rudy" Radick, died on January 22, 2004. The son of Croatian immigrants, he was born July 14, 1923, in a West Virginia coal camp. He attended the U.S. Naval Academy and served his commission in the Marine Corps. After working briefly as an electrical engineer, Rudy decided on the profession which would become his life's calling.

In 1958, he received his dental degree from Temple University. Rudy and his wife, Nell Wagner Radick (who preceded him in death) moved to Buena Vista where he provided meticulous dental care to anyone in need. Convinced that dentistry was not a business but a health service to be employed for the benefit of humanity, Rudy treated all his patients with respect and compassion. Nights, weekends, holidays, if you had a dental emergency you could call "Dr. Radick." This included the occasional visitor traveling down his beloved Blue Ridge Parkway as well as his regular patients.

Rudy was dedicated to his practice and was rewarded with the steadfast loyalty of his patients. He reluctantly retired after 40 years chairside. Rudy loved the Buena Vista area and although he visited other places, he often declared it to be one of the most beautiful in the world. He cared deeply about his community, serving on various boards and joining civic organizations as time allowed. One of his favorite projects was the Lions Club Adopt-A-Highway clean-up along Route 60.

One sister, Helen Schmerler is deceased. Surviving siblings include his devoted sister, Josephine Viele and brothers, Joe Radick and Paul Radick, all of the greater Chicago, Illinois area. Rudy leaves six children, John, James, Sarah, Jane, Ellen and Philip; his only granddaughter, Bridges Spiva and a great-grandson, Wagner Spiva. In addition, Rudy was fortunate to be surrounded by a large circle of loving friends and guardian angels, including his best friend, Konda Morrison and her family, his wonderful neighbors on Chestnut Avenue, his dental staff and professional associates, memof St. Patrick's Catholic Church and so many others.

There will be a graveside service at 11 a.m. on Monday, January 26, 2004, at Green Hill Cemetery, Buena Vista with Father Alan Lipscomb officiating. A Memorial Mass will be conducted at 11 a.m. Saturday, January 31, 2004, at the St. Patrick's Catholic Church, Lexington.

He was born in Tacoma, Wash. on May 8, 1994, a son of Chad Royal Blankenship Parker and Heidi Lynne Mangus Parker of Puyallup, Wash. Jordan loved life and lived it to its fullest in his nine years. He will be missed dearly by his loving family.

He was 84. Finogenov died on Thursday, according to a statement from the Cabinet's press section, carried by the ITAR-Tass news agency. Finogenov was appointed minister in 1979, the year the Soviet Union invaded Afghanistan, and held the job for the next 10 years, the agency said. As the man in charge of the powerful Soviet military industrial complex, Finogenov had broad influence. According to ITAR -Tass, Finogenov oversaw design and production of the Topol and Pioneer ballistic missiles, as well as anti-aircraft and anti-tank missiles, tanks and other military hardware.
